Health Care and its
Financing in the Single European Market
This research is the result
of several years of work which has been conducted and supported by a significant number of
people. The starting points of the project were set in Lisbon in February 1990, when
during a strategic meeting on new areas of health services research in the European
Community, the impact of the single market programme on health services was suggested as a
future issue. Subsequently, this topic was integrated in the BIOMED 1 research programme.
This programme is funded by the General Directorate XII (DG XII) of the Commission of the
European Communities. Following two preparatory meetings in Brussels in 1990, a full
proposal for a Concerted Action was submitted and accepted during 1992. The title of this
research initiative was "Health Care Financing in the Single European Market";
it also became known under its acronym, the 'SEM-project'. The financial support granted
by DG XII within the BIOMED 1 programme (contract BMHI-CT92-0740) is gratefully
acknowledged. Dr. Andre Baert, Dr. Giovanni Fracchia and Dr. Alain Vanvossel of DG XII
